The problem

A consultation paper lands on a Tuesday afternoon. Somebody forwards it. Somebody else saves it to a shared drive. And from that moment, in most regulated firms, the response lives in inboxes, spreadsheets and memory.

The people responsible are capable and careful — that is not the problem. The problem is the shape of the work: every change has to be found, read against dozens of internal policies, turned into tasks, chased to completion and then reconstructed months later when someone official asks what the firm did about it. Most of that effort is invisible until an examiner asks for it.

It gets harder with every jurisdiction. A firm operating across territories answers to different regulators with different rules on different calendars — and the same question can have a different correct answer in each place.

Generic AI tools make this worse, not better. An answer that sounds confident but cites nothing is a liability in a sector where being right without being able to prove it counts as being wrong.
