Consultation paper
A regulator’s published proposal for new or changed rules, with a deadline for firms and others to respond.
A consultation is the earliest formal sign of a rule change. It sets out the proposal, the regulator’s reasoning and the questions it wants answered, and is usually followed by a feedback statement and final rules.
Following consultations lets a firm plan for a change months before it is in force.
Where the rules use it.
